A vast amount of information already exists regarding the most efficient applications of security preparedness and response technologies and practices. The missing element is a comprehensive performance benchmarking and verification platform to assist decision-makers in determining which security preparedness and response options are most appropriate in meeting operational needs and realities. Some of the key issues of concern to stakeholders include:
- Integration of innovative security preparedness and response solutions within existing security preparedness and response systems
- Improving capacity to evaluate emerging technology threats and application of effective mitigation measures
- Monitoring and tracking the effectiveness of security preparedness and response solutions to ensure that proposed options are resilient and perform in a reliable manner
- Demonstrating leadership in the effective implementation of appropriate security preparedness and response applications
- Validation of operational methodologies and technologies to support investment decisions
- Ensuring access to reliable data and expertise to aid the first responder and operational communities
ETV Canada is continuing discussions with the Canadian Research and Technology Initiative (CRTI) regarding the establishment of an independent, third-party assessment platform for technology performance verification and the potential for rapid mobilization of a qualified, independent network of technology assessment specialists. A project has been proposed to help strengthen institutional capacity within Canada to foster the development, dissemination and implementation of verified security preparedness and response technologies and practices. Benefits provided through ETV Canada – CRTI collaboration would include:
- Identifying multiple co-benefits of security preparedness and response and improvements
- Profiling security preparedness and response success stories and improving the competitiveness of credible security preparedness and response technology and service companies
- Identifying knowledge and information gaps requiring further research and development
- Removing barriers to the development and implementation of security preparedness and response performance benchmarks and standards
